About this opportunity

The US Coast Guard is conducting market research through this Sources Sought Notice to identify small business capabilities for fabricating and delivering shackles used in mooring marine aids-to-navigation buoys. The procurement falls under NAICS code 332111 (Iron and Steel Forging) with a small business size standard of 750 employees, and the technical specifications are detailed in Specification 417 Rev H.3, which covers 22 distinct work items across multiple classes of shackle assemblies including split key pins, rivet pins, and stainless steel split keys. Small businesses interested in this opportunity must complete and submit the questionnaire (Attachment 2) by the August 11, 2025 deadline to Barbara Spruill and James Kanash via email. The Coast Guard emphasizes that marketing materials are not desired and will not be reviewed, focusing instead on detailed capability information. Evaluation will be based on the questionnaire responses to determine manufacturing capabilities and capacity for steel shackle fabrication.

This pre-solicitation notice does not specify any set-aside designation beyond the focus on small business sources, and no current contractors or incumbents are mentioned in the documentation. The Coast Guard has not disclosed any award values, budget ranges, or specific quantities for the shackles being procured. The specification document indicates that shackles must meet rigorous technical standards including precise material composition requirements (carbon steel for shackle bodies and pins, corrosion-resistant steel for split keys), extensive load testing criteria with specific proof load and breaking load requirements for each shackle class, and strict packaging and shipping standards. The timeline for actual procurement remains unclear, as this is purely a market research effort, and the Coast Guard reserves the right to determine the most appropriate acquisition approach after reviewing submitted responses. Companies that fail to provide sufficiently detailed information may not be considered as potential offerors for any future solicitation.
