About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to provide maintenance, testing, training, repair, and modification services for the Multi-Function Trawl (MFT) net system. This procurement is being conducted under Simplified Acquisition Procedures for commercial services, with the government contracting for routine inspection, maintenance, repair, modification, testing, training, and associated shipping and travel support throughout the contract period. The primary qualification requirement is that the contractor must have been the original developer of the MFT system, as the specialized design and operational requirements necessitate that support services be performed by the originating company. No specific evaluation criteria beyond capability to perform the specialized maintenance services have been detailed in the synopsis. The deadline for interested parties to submit statements of interest and capabilities is March 9, 2026, at 9:00 AM Eastern Time, with submissions directed to amanda.rossiter@noaa.gov.
This procurement involves no set-aside designation and is anticipated to be awarded to Ocean Gold Seafoods, Inc., the incumbent contractor who originally developed and supplied the MFT system under Contract 1305M3240021 in 2024. The government has made a determination not to compete this contract pursuant to Federal Acquisition Regulation 13.106-1(b), as Ocean Gold Seafoods, Inc. is the only known source reasonably available for these specialized services. The contract will be structured as a firm-fixed-price commercial services agreement with a one-year base period and four one-year option periods, though no specific dollar value or budget range has been disclosed in this pre-solicitation notice. This synopsis is published for informational purposes to improve small business access to acquisition information, though the government retains sole discretion regarding whether to compete the final action.
