About this opportunity

The Oklahoma Army National Guard is conducting market research to identify potential contractors for Occupational Health Medical Lab Exams, targeting full-time support and temporary personnel who may be exposed to workplace health hazards. The procurement seeks medical surveillance examinations that meet Occupational Safety and Health Administration (OSHA) requirements, with services to be performed in either the Oklahoma City or Tulsa metro areas. Contractors will be evaluated based on their capabilities, past performance, technical skills, and ability to manage medical examination services, with specific criteria including previous similar work, subcontracting practices, and technical competencies. The sources sought notice requires potential contractors to submit a detailed capabilities statement addressing six key evaluation areas, including company experience, task management capacity, and business size. Responses are due by June 13, 2025, with the understanding that this is a market research effort and not a formal solicitation, meaning no contract award is guaranteed.

The pre-solicitation notice does not specify a specific set-aside, but indicates preferences for small businesses, particularly 8(a), HUBZone, Service-Disabled Veteran-Owned, and Economically Disadvantaged Women-Owned Small Businesses. The contract will cover six distinct medical examination panels, including annual exams, pre-placement screenings, and return-to-work assessments, with a proposed five-year performance period. While no specific award value is mentioned, the government requires that the selected contractor provide at least 51% of services directly and limit subcontracting to 49%. The medical examinations will encompass comprehensive testing protocols, including audiometric testing, medical history reviews, physical examinations, and potential respiratory fit testing, with results to be delivered within 15 business days. All medical providers must be appropriately credentialed, and examinations must adhere to OSHA, NIOSH, and Department of Defense standards.
