Notice text
(a) Notice of intent to extend services. This action will result in a modification to the current contract, FA2550-11-C-8002, Obscura, Mission Integration and Network Support (OMINS), with Lockheed Martin Services, Inc., 10807 New Allegiance Dr. Ste 500 Colorado Springs, CO 80916-2752, for a twelve-month period. The period of this extension is contemplated to be from 30 Nov 2016 through 29 Nov 2017. This notice is for a total period of twelve months.
(b) Lockheed Martin Services is considered to be the only responsible offeror for extension of the services, as the Government would experience unacceptable delays in fulfilling the agency's requirements if a new offeror were to be selected in the time remaining before the end of the current OMINS extension.
(c) In accordance with Federal Acquisition Regulation (FAR) 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
(d) The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend these services and not to compete this proposed contract extension, based upon responses to this notice, is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether or not to extend these services. Any responses to this notice of contract action shall be submitted to: Camille Watley, Contracting Officer, at camille.watley.2@us.af.mil and William Ray, Contract Specialist, at William.ray.11@us.af.mil.
(e) The 50th Contracting Squadron, 210 Falcon Parkway Suite 2116, Schriever AFB, plans to award a sole source contract extension to Lockheed Martin Services, Inc. for continued services currently provided under contract FA255-11-C-8002, OMINS, which was awarded competitively 3 Jun 2011 and which included a three-month base contract period (1 Jul 2011 - 30 Sep 2011), four priced Options of one year each, one priced Option of seven months, and an extension of services for six months. The 50th Contracting Squadron anticipates that additional time will be required to complete the follow-on acquisition under the One Acquisition Solution for Integrated Services (OASIS) Indefinite Quantity Indefinite Delivery (IDIQ).
(f) Services provided under the OMINS contract encompasses a full complement of engineering and technical activities necessary to provide 22 SOPS with Satellite Operations Center (SOC)-to-Air Force Satellite Control Network (AFSCN)-to-Satellite mission integration and troubleshooting support for new and existing satellite programs (for both internal and external users), multiple system modifications and upgrades, new and existing remote tracking stations, and Network-common data.
