The notice concerns a Firm-Fixed Price utilities contract to provide temporary electric service to Oahe Project Office downstream government facilities. This non-competitive acquisition will be executed under the statutory authority of 10 U.S.C 2304(c)(1), which allows for single source procurement under specific circumstances. The contract falls under NAICS code 221122 for Electric Power Distribution, with a small business size standard of 1,100 employees. The agency is seeking to award the contract directly to West Central Electric Cooperative without a competitive solicitation process.

Written responses must be submitted to erin.m.patton@usace.army.mil by 2pm CDT on 14 May 2025, with oral communications explicitly deemed unacceptable. The contractor will be required to provide electric service consistent with all applicable laws, regulations, permits, and electric codes while meeting the specific service requirements of the Oahe Project Office facilities. If no affirmative written responses are received by the specified deadline, the government intends to proceed with the award to West Central Electric Cooperative without further notice. The government retains full discretion in determining whether to compete the requirement, and potential respondents should be aware that the agency will not reimburse any costs incurred in preparing a response to this notice.
