This pre-solicitation notice seeks proposals for the supply and installation of 12 draft tube bulkheads at the Oahe Power Plant near Pierre, South Dakota. The Department of the Army Corps of Engineers Engineering District Omaha will replace the existing tailrace bulkheads, which are vertical lift sliding gates used to seal off draft tubes from the tailrace in order to dewater units. Proposals are due by July 1, 2021 and the solicitation will evaluate offerors' ability to design, manufacture, fit test, paint, and install the new bulkheads; remove and dispose of the old bulkheads; and provide all necessary equipment. The primary NAICS code is 332312 for fabricated structural metal manufacturing with a size standard of 500 employees.

There is no set-aside designated for this procurement. The bulkhead replacement project requires the supply and fitting of 12 new draft tube bulkheads. Proposals must demonstrate experience with NAICS code 332312. All questions must be directed to the named contracting officer by email.

On or about 01 June 2021, the Government intends to issue a solicitation for the OA- Tailrace Bulkhead Refurbishment at Oahe, Dam in Pierre, South Dakota.  The solicitation will close on or about 01 July 2021.  

The solicitation is Unrestricted and open to both large and small business participation. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract from any DoD activity.  Contractors may access the internet site at https://www.sam.gov/ to register and/or obtain information about the SAM program.  Contractors must ensure that the applicable NAICS code is included in their proposal prior to submission of offer.

Project Description: 

The purpose of this RFP is to solicit services necessary for the supply and installation of two complete sets of draft tube bulkheads, and one draft tube crane lifting beam at Oahe Power Plant, near Pierre, South Dakota. Each bulkhead set consists of six (6) individual identical bulkhead leafs. Two complete sets of draft tube bulkheads consist of twelve draft tube bulkhead leafs.

There are twelve (12) existing bulkhead leafs at Oahe. It requires 6 draft tube bulkhead leafs to unwater a single unit.  These bulkheads are used to seal off tailwater from the draft tube to unwater a unit.

The acquisition plan is a supply-construction type hybrid award.

A site visit will be held on 08 June 2021 at 1000 CST.  Please see pg. 4 of the solicitation for further details and POC information. 

The current scope of work covered by this project includes:

  1. Fabrication, painting, delivery, installation, and onsite testing of six (6) new draft tube bulkheads with new seals. Two individual bulkhead leafs forms one bulkhead (12 individual bulkhead leafs).
  2. Removal and disposal of six (6) existing draft tube bulkhead specified by the government (12 individual bulkhead leafs).
  3. Fabrication, painting, delivery, installation, and onsite testing of one (1) new draft tube gantry crane lifting beam.
  4. Removal and disposal of one (1) existing draft tube gantry crane lifting beam.

The replacement of the bulkheads includes painting with a vinyl paint system, seal details, and fabrication details. The new bulkheads will be fabricated off-site and field-tested in the slot after delivery. The contractor will be required to provide a mobile crane to position the new bulkheads and conduct the fit test.  The contractor will be required to remove the old tailrace bulkheads and dispose/recycle them in an approved manner.

This project will assess and prepare a design to replace the Tailrace Bulkheads at Oahe Dam.  There are 12 vertical lift sliding bulkheads at Oahe. These gates are used to seal off the draft tube from the tailrace in order to un-water the unit. 

Plans and specifications will be provided for the replacement of the bulkheads to include painting, seals, and structural design. The new bulkheads will be manufactured off-site and fit-tested in the slot after delivery. The contractor will be required to provide a mobile crane in order to position the new bulkheads and conduct the fit test.  The new bulkheads will be painted with an appropriate paint system identified in the specifications. 

The contractor will be required to remove the old tail race bulkheads and dispose/recycle them in an approved manner. The contractor will be required to provide and implement proper PPE as necessary throughout the duration of the project. Contractor will be required to provide all equipment necessary to complete this project.
