About this opportunity
The Defense Logistics Agency Land and Maritime (DLA) is preparing to release a competitive contract opportunity for O-Ring products to support the Department of Defense and other federal agencies. The solicitation will seek Indefinite-Delivery Indefinite-Quantity (IDIQ) multiple award contracts with an objective of transitioning from current single NSN purchase orders to multi-NSN Long-Term Contracts (LTCs). The primary goal is to establish a supply base that provides quick-turnaround coverage for critical O-ring items, with the government reserving the right to compete orders among prime contractors. Companies interested in participating must have access to cFolders to obtain Technical Data Packages (TDPs), and may need to submit an additional non-disclosure agreement to access all files. The solicitation is expected to be available on or about April 1, 2025, with responses due by June 1, 2025.
The contract is 100% set aside for small businesses and will be classified under NAICS category 339991 for Gasket, Packing, and Sealing Device Manufacturing. The anticipated contract structure includes an initial four-year ordering period with two potential three-year option periods, totaling a possible 10-year contract lifecycle. While specific award values are not disclosed, the multiple-award approach suggests the potential for several small businesses to secure contract positions. The solicitation will focus on O-Ring products primarily serving DLA Land and Maritime, with the contract mechanism designed to ensure fair competition and centralized post-award monitoring. Technical capabilities, compliance with TDP requirements, and the ability to provide quick-turnaround critical items will likely be key evaluation criteria for potential awardees.

This solicitation will be 100% set aside for small business concerns.
The government intends to award Indefinite-Delivery Indefinite-Quantity (IDIQ) multiple award contracts that will provide support for a broad range of Defense Logistics Agency (DLA) O-Ring products for the Department of Defense (DoD) and any Federal Government Agency. However, the primary customer is intended to be DLA Land and Maritime.
The resulting contract(s) will formally be called the O-Rings Competitive Contract (O-RCC). Individual orders will be used to supply the items within scope of this contract.
The objective of this contract is to move from the current environment of purchase orders for single NSNs, ordering under a multitude of contract vehicles, to multi-NSN Long-Term Contract(s) (LTCs) to single or multiple awardees.
