About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office has issued a Special Notice for spare parts and supplies for Hydrogen Gas Generators (HOGEN) in the Pacific Region. The notice involves a potential sole source procurement with Proton Energy Systems, Inc., located in Wallingford, CT. The contract opportunity is specifically for supplying maintenance kits and spare parts for Nel Hydrogen gas generators used by National Weather Service (NWS) Pacific Region sites. The procurement is classified under the Analytical Laboratory Instrument Manufacturing NAICS category and Laboratory Equipment and Supplies PSC category. The notice was posted on April 14, 2025, with a response deadline of April 29, 2025.

The primary objective of this Special Notice is to acquire critical spare parts for existing hydrogen gas generator networks through a potential sole source procurement. NOAA intends to negotiate directly with Proton Energy Systems, Inc. under Federal Acquisition Regulation (FAR) 13.106-1(b)(1), citing that this vendor is the only manufacturer capable of providing fully compatible replacement parts. Contractors interested in challenging the sole source determination may submit substantiating documentation in writing within 15 days of the notice's publication. The government retains sole discretion in evaluating whether to conduct a competitive procurement. The notice emphasizes that using non-original equipment manufacturer parts could result in equipment malfunctions, safety hazards, and potential loss of warranty. Delivery of the parts is expected within 280 days from the contract award date. Oral communications are explicitly not acceptable in responding to this notice, and written documentation must comprehensively demonstrate the ability to meet the government's specific requirements.

Notice text

***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), National Weather Service (NWS) Pacific Region Headquarters (PRH), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Proton Energy Systems, Inc located in Wallingford, CT for spare parts/supplies for their existing Hydrogen Gas Generator (HOGEN) network to be delivered to Honolulu, HI.

***The sole source determination is based on NOAA’s requirement that Proton Energy Systems, Inc is the only vendor that manufactures and distributes these spare parts/supplies for the existing HOGEN network within the NWS Pacific Region. The Nel Hydrogen hydrogen gas generators are already in use by NWS Pacific Region sites and all spare/replacement parts must be fully compatible in form, fit, and function for the existing network. This procurement is for annual maintenance kits and spare parts necessary to maintain the hydrogen generators. Procurement of non-original equipment manufacturer parts may result in equipment malfunction, potential safety hazards, and a loss of manufacture warranty and technical support.

Delivery within 280 days from date of award.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
