About this opportunity

The U.S. Army Corps of Engineers, Portland District, issued a public notice on July 16, 2026, of its determination to consolidate design-build and design-bid-build construction services across the Northwestern Division into a single Multiple Award Task Order Contract (MATOC), set aside as Total Small Business, with a July 23, 2026 comment deadline.

The consolidation establishes a $99 million, five-year MATOC replacing 25 stand-alone contracts for repair, maintenance, new construction, and renovation of civil works projects across Portland, Seattle, and Walla Walla Districts. Work scope includes flood control and hydroelectric dams, river navigation facilities, levee rehabilitation, roadways, recreation facilities, and associated structural, electrical, and mechanical systems. Individual task orders will range from $1.5 million to $10 million. The agency anticipates three to five awardees, with minimum task order guarantees of $3,000 to unsuccessful awardees.

The Contracting Officer determined consolidation necessary and justified under FAR 7.107-2, with quantified benefits totaling $17.6 million (17.8% of contract value), substantially exceeding the $9.4 million threshold. Benefits comprise procurement cost savings of $1.1 million (56% reduction), revenue protection of $15.7 million through 140-day PALT reduction, and administrative efficiency gains of $800,000. Market research identified 28 responding firms with 20 demonstrating adequate small business capability. Advertisement is anticipated in September 2026, with award expected by March 2027. The procurement uses two-phase selection with best-value trade-off evaluation.

TITLE: Public Notice of Consolidation - Multiple Award Task Order Contract for Design-Build/Design-Bid-Build Construction, Northwestern Division

NOTICE TYPE: Special Notice

NAICS CODE: 237990

SOLICITATION NUMBER: W9127N26RA019

DESCRIPTION:

In accordance with FAR 7.107-3 and 15 U.S.C. § 657q, the U.S. Army Corps of Engineers, Portland District, provides public notice of its determination to consolidate contract requirements for design-build and design-bid-build construction services across the Northwestern Division (Portland, Seattle, and Walla Walla Districts).

Consolidation Determination:

The Contracting Officer has determined that consolidation of these requirements is necessary and justified in accordance with FAR 7.107-2. The consolidation will establish a single Multiple Award Task Order Contract (MATOC) with an estimated total capacity of $99,000,000 over a five-year base period.

Requirements Being Consolidated:

This consolidation will replace various stand-alone contracts previously awarded for repair and maintenance of real property and construction services, including new construction and renovation to large civil works projects. Work includes flood control and hydroelectric dams, river navigation facilities, maintenance and office facilities, roadways and recreation facilities, and river levees across three districts.

Anticipated Benefits:

The quantified benefits of consolidation total $17,584,365 (17.8% of contract value), substantially exceeding the FAR 7.107-2(d)(1)(ii) threshold of $9.4M. Benefits include:

• Procurement cost savings: $1,116,265 (56% reduction vs. stand-alone contracts) • Revenue protection: $15,668,100 (140-day PALT reduction protecting hydropower generation) • Administrative efficiency: $800,000 (reduced overhead for 1 MATOC vs. 25 stand-alone contracts)

Small Business Considerations:

This procurement constitutes substantial bundling under FAR 2.101 (total value exceeds $8M threshold). The agency has assessed barriers to small business participation and determined they are minimal and adequately mitigated through:

• Total Small Business Set-Aside (100% of contract value reserved for small business) • Multiple awards (3-5 contractors) • Reasonable task order sizing ($1.5M-$10M, within NAICS 237990 size standard) • Minimum guarantees ($3,000 per awardee) • Teaming provisions (FAR 52.207-6)

Market research identified 18 capable small businesses, and 5 historical MATOCs successfully utilized small business pools for identical scope.
