About this opportunity

The U.S. Army Corps of Engineers - Omaha District has issued a Special Notice for a single-source Firm-Fixed Price contract with Systems Analysis & Integration Inc. located in Orange, California. The notice describes a proposed procurement for hardware and software support services for the PPCS system, which includes support for programmable logic controllers (PLCs) at various project sites. The contract opportunity is being pursued under the statutory authority of 10 U.S.C 2304(c)(1), specifically using the simplified acquisition threshold provisions. The notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2 for synopsizing proposed contract actions.

The primary objective of this special notice is to secure technical support for the PPCS system, with the contractor required to provide updates, patches, and technical support for PostgreSQL and onsite software at a minimum quarterly frequency. Contractors interested in challenging the sole-source designation must submit clear and convincing evidence that competition would be advantageous to the government by 2pm CDT on May 9, 2025. Oral communications will not be accepted, and all responses must be submitted via email to erin.m.patton@usace.army.mil. If no affirmative written responses are received by the specified deadline, the government intends to proceed with the award to Systems Analysis & Integration Inc. without further notice. The government retains sole discretion in determining whether to compete this requirement, and no costs incurred by respondents will be reimbursed. This notice is explicitly not a request for competitive proposals or quotations, but rather a notification of the government's intent to execute a sole-source contract.
