About this opportunity

The U.S. Fish and Wildlife Service is seeking a contractor to conduct Southwestern Willow Flycatcher (SWFL) assessment activities, including survey, monitoring, and banding work at the Pahranagat National Wildlife Refuge in Nevada. This environmental consulting services contract requires the contractor to possess pre-existing federal permits: a USFWS permit to conduct surveys and disturb nesting endangered birds, and a valid USGS Bird Banding Laboratory permit authorizing auxiliary marking of SWFL in Nevada. Key responsibilities include conducting protocol-level flycatcher surveys from May 15 through July 17, territory and nest monitoring with 13 weekly visits per territory through August 15, cowbird egg addling or nestling removal, color banding of adults and nestlings, and submission of a comprehensive annual report by December 15 detailing survey results, parasitism rates, and productivity metrics. Evaluation will prioritize technical capability and past performance, particularly evidence of valid permits and documented experience with the endangered subspecies, over price considerations. The offer due date is March 13, 2026, at 5:00 PM Eastern time, with questions to be submitted to Robert_sung@fws.gov three days prior to closing.

This solicitation contains no set-aside designation and is unrestricted, open to all qualified vendors. The contract period of performance runs from April 1, 2026, through March 31, 2027, with options to extend up to 4 years and 5 months total under a firm fixed-price arrangement. Work will be conducted across five study areas in Clark and Lincoln Counties, Nevada: Meadow Valley Wash, Key Pittman, Pahranagat, Warm Springs, and Overton. Large businesses must submit a small business subcontracting plan with targets including 42% small business, 10% small disadvantaged business, 5% women-owned small business, and smaller percentages for HUBZone, service-disabled veteran-owned, and ISBEE categories. The exact award value is to be determined during evaluation, though the size standard for this NAICS code (541620 - Environmental Consulting Services) is $19 million.
