About this opportunity

The Naval Surface Warfare Center Crane requires comprehensive engineering, technical, maintenance, and sustainment services for the Nulka MK 234 Advanced Decoy Architecture Program (ADAP) payload program. The Department of the Navy Naval Sea Systems Command is procuring services that include engineering and technical support, logistics and configuration management, maintenance, refurbishment and repair, research and development, system spares, parts, supporting equipment, and training support. This procurement is structured as a sole source acquisition under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, justified by the lack of complete Technical Data Package, intellectual property constraints, duplicative costs, and unacceptable delays that would result from developing alternative sources. The government intends to award a Basic Ordering Agreement (BOA) against which individual Job Orders will establish specific requirements, delivery schedules, and performance periods. The original closing date was September 18, 2024, at 4:00 PM EDT, though the due date listed extends to September 16, 2025.

This procurement does not utilize any set-aside designations and is being pursued as a sole source contract with L3Harris Technologies, Inc., located in Clifton, New Jersey (CAGE Code: 28527). The government anticipates establishing a BOA with a 5-year ordering period, during which individual Job Orders will specify firm requirements, delivery destinations, schedules, and performance periods based on program needs and service scope. While the procurement is structured as sole source, the agency has indicated that all responsible sources may submit capability statements or proposals for consideration. The contract falls under NAICS code 541330 (Engineering Services) and PSC code H999 (Other QC/Test/Inspect-Miscellaneous), reflecting the technical engineering and testing nature of the required services. Individual job orders issued against the BOA will establish specific delivery dates and performance periods tailored to the requirements of each particular order.
