About this opportunity

The Defense Information Systems Agency (DISA) is seeking software development expertise to provide support for its Integrated Defense Enterprise Acquisition System (IDEAS), a contract writing system built on the Appian Business Process Management (BPM) platform. The contractor will be required to cover all phases of the software development lifecycle, including concept development, requirements definition, design, development, testing, deployment, integration, and maintenance. Key requirements include experience with Appian BPM, software development, and knowledge of the business domain. The anticipated contract award timeline is no later than May 31, 2025, with a one-year base period and four one-year option periods.

This procurement is not set aside for any socioeconomic category, but DISA is specifically seeking responses from small businesses, including small disadvantaged, 8(a), service-disabled veteran-owned, HUBZone, and woman-owned small businesses. The incumbent contractor is Appian, a large business. While no specific budget range is provided, the contract will support the maintenance and enhancement of the IDEAS system, which is a critical acquisition tool used by DISA's Procurement Services Directorate.
