About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is soliciting E-ZPass/Toll services for the Navy Talent Acquisition Group (NTAG) Empire State through a combined synopsis and solicitation using simplified acquisition procedures for commercial services. This sole-source procurement seeks to provide toll account access and transponder services enabling Navy recruiters to operate government vehicles throughout New York's toll infrastructure. The contractor must provide a toll account number, transponder/vehicle pass, billed invoices, Government Commercial Purchase Card payment capability, and a dedicated point of contact for issue resolution. While specific evaluation criteria are not detailed in the available documentation, the solicitation emphasizes the contractor's ability to meet these operational requirements as the primary qualification factor. The request for quotations (RFQ N0018926QZ001) was posted on October 28, 2025, with a response deadline of October 31, 2025, providing a compressed three-day window for interested vendors to submit quotations.

This procurement carries no set-aside designation and is intended as a sole-source award to New York MTA Bridges and Tunnels (CAGE: 074S4), identified as the only vendor capable of providing the required EZ-Pass/Toll services. The contract structure is firm-fixed price with a performance period beginning November 5, 2025, and concluding May 4, 2026, with potential for six-month extension option years. The total contract value is to be determined and contingent upon continued funding under the Continuing Resolution Act and FY26 Appropriations Act; no specific budget range or monetary threshold has been established. Services will be performed in New York, New York, supporting Navy recruiting operations throughout the region. Interested vendors must maintain active registration in the System for Award Management (SAM) database to be considered for award, with registration available at no cost through sam.gov.
