Update #1 ·

Added: Mar 14, 2014 3:37 pm The NASA Shared Services Center (NSSC) opened for business on March 1, 2006, and is located on NASAs Stennis Space Center in Hancock County, Mississippi. The establishment of the NSSC enabled the Agency to consolidate, at one location, over 50 financial management, human resources, information technology, and procurement activities, previously performed at all NASA Centers. Through the consolidation and standardization of these activities at the NSSC, the Agency has been able to realize operational efficiencies and improved customer service.

The NSSC plans to issue a Request for Proposal (RFP) for the recompetition of its NSSC support services contract. This procurement will be conducted on an unrestricted basis (full and open competition) utilizing FAR Part 15 source selection procedures.

The anticipated release date of the draft RFP is on or about May 2, 2014. The NSSC intends to hold an Industry Day at or near Stennis Space Center on or about May 15, 2014. The anticipated release date of the final RFP is on or about July 15, 2014 with offers due approximately 45 days later.

The NSSC intends to award a single firm-fixed-price (FFP) IDIQ contract with pricing and ordering provisions that will permit (1) well-defined, transactional services to be ordered on a per transaction basis utilizing FFP service rates and (2) other less-defined services to be ordered on a level-of-effort basis, utilizing a series of established labor categories and fully burdened, FFP labor rates.

This contract is anticipated to have a period of performance of five years, consisting of a base period of two years and three 1-year options. To incentivize sustained, superior contract performance, the contract will also contain an award term option provision that will provide the contractor with the opportunity to earn up to three additional option years. The total potential period of performance, including all options and award term options, is eight years.

Significant small business subcontracting goals for small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will be included in the contract.

The NAICS Code and Size Standard are 561110 and annual receipts less than $7.0 Million, respectively.

The Government does not intend to acquire a commercial item using FAR Part 12.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html
