About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure an electric engine starter (NSN 2920-01-507-7423) through an Indefinite Quantity Contract with a Firm-Fixed Price structure. The solicitation is for a long-term contract spanning three years with two potential one-year option periods, potentially extending to a total of five years. The government will require 2,580 units of the engine starter, with delivery timelines of 100 days if first article testing is waived or 220 days if testing is conducted. The contract will be solicited as an unrestricted acquisition using full and open competition, with the solicitation becoming available on August 5, 2024, and proposals due by January 6, 2025. Evaluation will follow "Best Value" procedures, considering price, past performance, proposed delivery, surge and sustainment capabilities, and small business participation, with non-price factors collectively weighted equally to price.

The procurement falls under NAICS code 336320 for Motor Vehicle Electrical and Electronic Equipment Manufacturing, with a business size standard of 1,000 employees. There are no specific set-aside designations for this contract, meaning it is open to all qualified vendors. First destination transportation will apply, and all offers must be submitted in English and U.S. dollars. Inspection and acceptance will occur at the point of origin, and the government seeks a contract that provides long-term production planning for direct stock support. The solicitation documents will be available on the Defense Logistics Agency's internet portal (http://www.dibbs.bsm.dla.mil/), and interested vendors should carefully review the Procurement Item Description for specific packaging, marking, and technical requirements associated with the electric engine starter.
