About this opportunity

The Defense Logistics Agency (DLA) Aviation is conducting market research to identify potential manufacturers or sources for a small arms-fragmentation supplemental armor item, specifically National Stock Number (NSN) 1560-01-434-6363. Currently manufactured by Foster-Miller Inc, this item is associated with the Weapon System Designator Code 06F for the Hercules C-130 Aircraft. The agency is seeking potential contractors who can demonstrate the capability to manufacture or legitimately obtain this specialized armor component through the Source Approval Request (SAR) Program. Interested parties must submit their response by December 2nd, 2024, at 2:00 PM Eastern Standard Time via email to Ryan Loeffelholz. The SAR package must comprehensively document the contractor's technical capabilities, manufacturing processes, and quality control procedures to prove they can produce an item equal to or better than the current approved source.

This pre-solicitation notice is not a set-aside contract and does not guarantee contract award. The SAR review process is extensive, potentially taking over 180 days, and will evaluate submissions based on technical data rights, manufacturing competence, and quality assurance standards. While no specific award value or quantity is mentioned, the opportunity is categorized under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Potential contractors must understand that submission is voluntary, no funds are available for response preparation, and the government is not obligated to issue a contract. The evaluation will focus on the company's ability to meet or exceed the technical specifications of the current item produced by Foster-Miller Inc, with the burden of proof lying entirely on the prospective contractor to demonstrate equivalent or superior manufacturing capabilities.
