About this opportunity

The National Science Foundation Division of Acquisition and Cooperative Support is seeking to procure FDonline, a proprietary electronic filing system for confidential financial disclosure reports required by the U.S. Office of Government Ethics. The system will enable NSF employees to electronically file, review, and manage OGE Form 450 confidential financial disclosure reports through the NSF Office of General Counsel. Key requirements include cloud-based commercial off-the-shelf software with PIV/CAC single sign-on capability, FedRAMP authorization, Section 508 compliance, and support for approximately 700 concurrent users. The system must provide encryption, automatic population of annual reports, document upload capabilities, and flexible reporting functions. This pre-solicitation notice was posted on July 2, 2025, with a due date of July 11, 2025, and NSF intends to proceed with a sole source acquisition based on their determination that FDonline is the only commercially available solution meeting their specific requirements.

This opportunity is designated as a Total Small Business set-aside, with HRWorx LLC (doing business as Intelliworx) identified as the sole source contractor and exclusive licenser of the FDonline system. The estimated contract value ranges between $150,000 and $180,000 over the total contract period. The procurement structure includes a one-year base period followed by four one-year option periods, creating a potential five-year total contract duration. NSF's justification notes that FDonline is already utilized by over 30 other federal agencies, demonstrating the system's established presence in the federal marketplace. The system will serve NSF's continuing operational need to comply with OGE regulations requiring certain executive branch employees to file confidential financial disclosure reports.

Notice text
