About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking System Engineering and Technical Assistance (SETA) services to support the Global Force Management (GFM)/Navy Readiness Reporting Enterprise (NRRE) Program Management Office (PMO) at U.S. Fleet Forces Command (USFFC). The procurement requires highly specialized SETA services including determining specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design, as well as providing technical direction through developing work statements, determining parameters, directing other contractors' operations, and resolving technical controversies. The contractor will support operations and sustainment, systems engineering, software design and development, integration, testing, evaluation, installation, training, life cycle maintenance, program management, and acquisition management of the GFM/NRRE Program of Record. The solicitation number is N0018926Q3102, and a Request for Quote will be available for download on or about February 26, 2026, at sam.gov. Interested vendors must be registered in the System for Award Management (SAM) database and should direct inquiries to Zackery Bowman (Zackery.l.bowman.civ@us.navy.mil, 771-229-3509) or Samantha Ballance (samantha.a.ballance.civ@us.navy.mil, 564-230-2642).
This opportunity is not designated as a set-aside and will be awarded as a sole source contract under 41 U.S.C. 3304(a)(1) on a Cost Plus Fixed Fee (CPFF) basis to a contractor determined to be the only responsible source capable of providing the required specialized services. The NAICS category is 541330 (Engineering Services) with a $29 million size standard, and the PSC code is R425 (Support-Professional: Engineering Services). While no specific incumbent contractor is identified in this pre-solicitation notice, the estimated contract value and comprehensive scope of SETA support suggest a substantial, multi-year engagement. The Request for Quote deadline is February 26, 2026, providing potential vendors with approximately two weeks to prepare and submit their proposals. Vendors must ensure their SAM registration is current and complete prior to submitting any quotes.
