Update #4 · Latest ·

This modification is to amend the White Paper and Proposal Preparation instructions, General Information and Formal (Cost and Technical) Proposals section as follows:

FROM:

Information for the technical proposal shall be a separate volume from the cost proposal/spreadsheet. In presenting the proposal material, prospective offerors are advised that quality of the information is significantly more important than the quantity. Therefore, offerors are requested to confine their submissions to essential matters, providing sufficient information to define their offer and establish an adequate basis for the Government to conduct its evaluation.

Formal proposals shall include a publicly releasable abstract, to be posted by DoD, as required by section 8123 of the Department of Defense Appropriations Act, 2015 (Division C of the Consolidated and Further Continuing Appropriations Act, 2015, Pub. L. 113-235).

Update #3 ·

This announcement amends BAA-N00173-03 posted on July 5, 2013 by adding topic 68-13-05 ANALOG AND MIXED SIGNAL INTEGRATED CIRCUIT DESIGN AND CHARACTERIZATION. The complete BAA are available at http://heron.nrl.navy.mil/contracts/baa/baa_2013/index03.html.

Update #2 ·

The purpose of this amendment is to revise BAA-N00173-03 posted on July 8, 2013 to:

(1) add the following topics:

55-13-07, "Federated, Distributed Computing/Network Infrastructure"
68-13-04, "Wide Bandgap Materials Research";

(2) revise topic 64-13-01, "High Performance Computing on Massively Parallel Architectures";

(3) change the Primary Point of Contact to Lisa Fleming;

(4) add the following Security Classification to the Award Considerations Section of the Announcement:

Security Classification, "DoD Contract Security Classification Specification", will not be provided at this time, since the Naval Research Laboratory (NRL) is soliciting ideas only. If access to classified material/information will be required at any point during performance, the Offeror must clearly identify such need in the Technical Proposal. After reviewing the incoming proposals, if a determination is made that the award instrument may result in access to classified information, a Department of Defense (DD) Form 254 will be attached and FAR 52.204-2 - Security Requirement will be incorporated into the contract award.

Update #1 ·

 The Naval Research Laboratory is interested in receiving innovative proposals that offer potential for advancement and improvement in the technical topic areas listed. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.302(d) that provides for the competitive selection of research proposals. The Government reserves the right to select for award all, some, or none of the proposals received. Awards under this BAA are expected to take the form of contracts. Grants, cooperative agreements, other transactions may also be awarded if appropriate. NRL encourages Educational Institutions, Small Businesses (SBs), Small Disadvantaged Business Concerns (SDBs) and Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) to submit proposals under this BAA. In order to conserve valuable offeror and Government resources, prospective offerors shall first submit a White Paper (WP), to include in a separate volume, a rough cost estimate to nrlproposals@nrl.navy.mil . Prospective offerors are encouraged to submit White Papers as early in the fiscal year as possible to maximize the potential for award. The selection of proposals for award will be based on a scientific review of proposals submitted in response to each BAA topic. The major purpose of the evaluation will be to determine the relative merit of the technical approach of each proposal. Business and contractual aspects, including proposed cost and cost realism, will also be considered as part of the evaluation. Selection of proposals for award will be based on the potential benefits to the Government weighed against the cost of the proposals, in view of the availability of funds. The complete BAA including proposal preparation instructions, award considerations, and evaluation criteria is available at http://heron.nrl.navy.mil/contracts/baa/index03.html .
