About this opportunity
The Natural Resources Conservation Service (NRCS) under the Department of Agriculture seeks proposals from Cultural Resource Management Firms to complete an intensive pedestrian cultural resources inventory on approximately 436 acres of private land in Juab County, Utah, with quotations due August 10, 2026. The procurement is set aside for small business concerns and will be awarded on a lowest-price-technically-acceptable basis to a single contractor.
Place of performance is Juab County, Utah, spanning two separate sites: the Phil Adams property (258 acres) and the Wild Rose Real Estate property (178 acres). The work is required to satisfy Section 106 National Historic Preservation Act compliance prior to implementation of NRCS-funded mechanical brush management and range planting projects on private land.
Key personnel must hold current permits from the State of Utah's Office of Archaeology and Historic Preservation, meet the Secretary of Interior's Professional Standards, and demonstrate expertise in Utah's local prehistory and history. The contractor must complete an intensive pedestrian survey using transects spaced no more than 15 meters apart, conduct literature and historical research limited to one-half mile of the project boundary, and document all identified archaeological sites for National Register of Historic Places eligibility. Field crews require direct supervision by qualified crew leaders; no artifact collection or subsurface testing is permitted. Fieldwork must be completed within 60 days of task order issuance, with draft reports due within 30 days of fieldwork completion and final reports within 15 days of receiving NRCS comments.
The NAICS code is 541620 (Environmental Consulting Services) with a $19.0 million size standard. Service Contract Labor Standards apply; the wage determination specifies Environmental Technician at $26.14 per hour. Payment is structured at 40% upon fieldwork completion, 30% upon draft report submission, and 30% upon final report acceptance. The estimated period of performance runs August 15, 2026, through July 31, 2027. Questions are due July 31, 2026, at 5:00 PM ET to amy.smith2@usda.gov.
Notice text
NRCS Utah is soliciting proposals from Cultural Resource Management Firms (Contractor) for the completion of an intensive pedestrian cultural resources inventory on approximately 436 acres of Private lands in Juab County, Utah. For this undertaking, NRCS Utah is providing technical and financial assistance to Phil Adams and Wild Rose Real Estate LLC to implement mechanical brush management and range planting projects that are intended to improve overall range conditions, reduce soil losses, improve wildlife habitat, and increase forage production.
Projects that receive Federal funding from the NRCS through the U.S. Department of Agriculture Farm Bill are considered undertakings that are subject to review for potential impacts to historic properties under Section 106 of the National Historic Preservation Act (NHPA) as set forth in 36 CFR 800. The NRCS has assumed the role of lead Federal Agency and is responsible for compliance with Section 106 of the NHPA. Identification of cultural resources within the area of potential effects (APE) for this undertaking is therefore necessary prior to the range management practice implementation.
The authorized Contractor will complete an intensive pedestrian cultural resources inventory of the APE to identify historic properties that may be adversely affected because of the undertaking. As shown on the attached project maps, the APE for this project consists of approximately 436 acres of Private Lands in Juab County, Utah. The individual practice APEs were used to define the cultural resources inventory area for the purposes of this project.
Any/all questions must be submitted in writing to amy.smith2@usda.gov no later than July 31, 2026, 5:00pm ET.
