About this opportunity

The Natural Resources Conservation Service is soliciting proposals from cultural resource management firms to conduct an intensive pedestrian cultural resources inventory across approximately 775 acres of private land in Iron County, Utah, with quotations due August 10 and questions due July 31. This is a Total Small Business set-aside with an estimated contract period from August 15, 2026, through July 31, 2027.

The work supports Section 106 National Historic Preservation Act compliance for an NRCS-funded conservation initiative on land owned by Jared Spender Bayles and Randall Adams Land & Livestock, involving mechanical brush management, range planting, and forest stand improvement treatments. Place of performance is Iron County, Utah.

The Principal Investigator must hold a current permit from the State of Utah's Office of Archaeology and Historic Preservation and meet the Secretary of Interior's Standards for Archaeology. The contractor must conduct a literature and historical research review within one-half mile of the area of potential effects, perform intensive pedestrian survey using transects spaced no more than 15 meters apart, evaluate identified archaeological sites for National Register of Historic Places eligibility, and deliver a comprehensive cultural resources report with GIS shapefiles, digital images, and Utah Archaeological Site Forms. Fieldwork completion is required within 60 days, with draft report due within 30 days thereafter and final report within 15 days of NRCS comments.

Payment is structured at 40 percent upon fieldwork completion, 30 percent upon draft report submission, and 30 percent upon final report acceptance and State Historic Preservation Office concurrence. The contractor will be paid for actual acres surveyed, with equitable adjustment if quantities vary more than 15 percent from the estimated 775 acres. Service Contract Labor Standards apply at $26.02 per hour for Environmental Technician positions plus fringe benefits. Award will be made on a Lowest Price Technically Acceptable basis. Evaluation criteria are Personnel Qualifications/Technical Capability, Compliance/Capacity and Management Capability, Past Experience, and Price. Quotations must include a technical capability narrative, completed quote sheet, vendor information form, and proof of active SAM registration, submitted to amy.smith2@usda.gov.

Notice text

NRCS Utah is soliciting proposals from Cultural Resource Management firms (Contractor) to conduct an intensive pedestrian cultural resources inventory on approximately 775 acres of private land in Iron County, Utah. For this undertaking, NRCS Utah is providing technical and financial assistance to Jared Spender Bayles and Randall Adams Land & Livestock to implement a suite of conservation practices—including mechanical brush management, range planting, and forest stand improvement treatments—designed to enhance overall rangeland conditions, reduce soil loss, improve wildlife habitat, and increase forage production.

Projects that receive Federal funding from the NRCS through the U.S. Department of Agriculture Farm Bill are considered undertakings that are subject to review for potential impacts to historic properties under Section 106 of the National Historic Preservation Act (NHPA) as set forth in 36 CFR 800. The NRCS has assumed the role of lead Federal Agency and is responsible for compliance with Section 106 of the NHPA. Identification of cultural resources within the area of potential effects (APE) for this undertaking is therefore necessary prior to the range management practice implementation.

The authorized Contractor will complete an intensive pedestrian cultural resources inventory of the APE to identify historic properties that may be adversely affected because of the undertaking. As shown on the attached project maps, the APE for this project consists of approximately 775 acres of Private Lands in Iron County, Utah. The individual practice APEs were used to define the cultural resources inventory area for the purposes of this project.

Any/all questions must be submitted in writing to amy.smith2@usda.gov no later than July 31, 2026, 5:00pm ET.
