About this opportunity
The Department of Agriculture's Natural Resources Conservation Service seeks an Initial Areawide Market Analysis for California and subsequent annual AWMA recertifications or amendments for up to four additional fiscal years, with quotations due June 11, 2026 at 4:30 PM ET and questions due June 9, 2026 at 4:30 PM ET. This is a Total Small Business set-aside; the small business size standard is $9.5 million.
Place of performance is California. The contractor must hold a current California-licensed general real property appraiser credential or equivalent temporary practice permit under FIRREA, be in good standing with the state licensing authority, and demonstrate USPAP compliance competency in rural and agricultural property markets. The NAICS code is 531320, Offices of Real Estate Appraisers; PSC is R411.
The base contract runs from award through March 31, 2027, with four optional one-year extensions through March 31, 2031. The initial AWMA draft report is due within 60 days of contract execution; the final report and supporting documentation are due within 14 days of the required stakeholder meeting. Subsequent annual recertifications are due July 15 of each year at no cost if fair market values have not changed more than 10%; if significant changes are identified, an AWMA amendment is due within 45 days. Deliverables include fair market value analysis on a per-acre basis for specified land use types (Rice, Irrigated Cropland, Irrigated Pasture/Wet Meadow, Dryland Range, Open-space Land, and Wild Rice) within defined California market areas, with sales data provided in unlocked spreadsheet format containing specified property identifiers and transaction details.
The Government anticipates awarding one contract to the lowest price technically acceptable offeror. Quotations must include complete pricing for all contract line items, technical capabilities, past performance narratives (preferably AWMA or similar projects within the past three years with references), a current California Appraisal License, and active SAM registration. Pricing offers are valid for 90 calendar days from receipt. Invoices are submitted electronically through the U.S. Treasury's Invoice Processing Platform.
