About this opportunity
The National Park Service (NPS) is seeking environmental consulting services for the Interagency Monitoring of Protected Visual Environments (IMPROVE) Program, specifically focusing on ion analysis services. The contract will support monitoring visibility and aerosol conditions across 156 protected Class I federal areas through a network of 154 monitoring sites with 155 samplers. Contractors will be responsible for conducting comprehensive ion analysis of samples collected on nylon filters, including filter supply/distribution, sample receipt/storage, extraction, analysis, and quality assurance. The government will evaluate potential vendors based on their capacity to provide services of similar scope, secure necessary resources, implement successful project management, and operate under a performance-based service contract. Responses to the Sources Sought notice are due by December 11, 2024, and must be submitted to christina_gingras@nps.gov with detailed organizational information and capability statements.
The procurement does not currently have a specific set-aside designation, with the potential for either a small business set-aside or full and open competition. The contract may result in multiple awards and supports the Regional Haze Rule requirements for tracking visibility trends across protected areas. While specific award values are not disclosed, the contract involves seven primary tasks: standard ion analysis and six optional tasks covering specialized measurements including cations, NHx, SO2, organic acids/smoke markers, soluble elemental constituents, and enhanced quality assurance. The program is managed through a steering committee with representatives from multiple federal agencies including EPA, USFS, FWS, BLM, NOAA, and various state and international environmental organizations. The work is categorized under NAICS code 541620 for Environmental Consulting Services and PSC code F101 for Environmental Systems Protection-Air Quality Support.
