About this opportunity
NASA's Marshall Space Flight Center issued this Special Notice on January 13, 2026, regarding a contract modification to extend performance periods for novel technologies supporting its science data system. The agency intends to issue a sole source contract modification to Development Seed (doing business as New Rights Group, Inc.) under existing contract 80MSFC22CA004 through June 30, 2026, with an optional one-month extension through July 31, 2026. This procurement falls under the Research and Development in the Physical, Engineering, and Life Sciences category and is classified under the Support-Administrative services product and service code. The modification will be awarded using other than full and open competition under FAR 6.302-1, citing only one responsible source as justification for the sole source approach.
The primary objective is to extend Development Seed's work on developing novel data formats to improve accessibility of Earth observation data stored in the cloud while prototyping open-source software for analyzing and visualizing legacy NASA Earth science data formats. Additionally, the contractor will enhance the Commercial Smallsat Data Acquisition (CSDA) system infrastructure by developing new communication systems for program management, vendor interfaces for data tasking, and integration capabilities for data delivery to end users. Interested organizations may submit their capabilities and qualifications electronically to Brent Evans at brent.l.evans@nasa.gov by January 28, 2026 at 2:00 p.m. Central Standard Time. This is not a competitive procurement opportunity, as NASA has predetermined that Development Seed is the only responsible source capable of satisfying the agency's requirements based on their existing system knowledge and subject matter expertise.
Notice text
NASA/George C. Marshall Space Flight Center (MSFC) has a requirement to extend the contract period of performance for 3 months from April 1, 2026 through June 30, 2026. An additional 1-month option period is also planned for July 1, 2026 through July 31, 2026.
NASA/MSFC intends to issue a sole source contract modification to acquire the services from New Rights Group, Inc. (doing business as Development Seed) under the existing contract 80MSFC22CA004 using other than full and open competition as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Development Seed will continue to use its subject matter expertise to develop a new novel data format to improve the accessibility of Earth observation data in the cloud. This development will prototype open-source software that enables efficient analysis and visualization of legacy data formats from NASA’s Earth science data archive. Development Seed will incorporate software upgrades and use their existing system knowledge and expertise to overcome challenges related to handling massive, multi-dimension data.
Development Seed will also continue to provide support to enhance the existing Commercial Smallsat Data Acquisition (CSDA) data system infrastructure. This includes development of new systems to communicate with program management for review and tracking, interfaces with vendors for data tasking, and integration with the existing data system for data delivery and distribution to end users. Such a system will allow CSDA to acquire and provide the most useful commercial data for its users, thereby maximizing investments in commercial data.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Brent Evans at brent.l.evans@nasa.gov not later than 2:00pm Central Standard Time on January 28, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
