About this opportunity
NASA's George C. Marshall Space Flight Center has issued a Special Notice announcing its intent to extend an existing contract with New Rights Group, Inc. (operating as Development Seed) for an additional six months, from October 1, 2025, through March 31, 2026. The agency plans to award this extension as a sole source contract modification under existing contract 80MSFC22CA004, citing that only one responsible source can satisfy the agency's requirements under FAR 6.302-1. The contract involves novel technologies to support science data systems, specifically focusing on developing new data formats to improve accessibility of Earth observation data in the cloud. Development Seed will continue leveraging their specialized expertise in handling massive, multi-dimensional data and supporting NASA's Earth science data archive. The work also includes enhancements to the Commercial Smallsat Data Acquisition (CSDA) data system infrastructure.
The primary purpose of this Special Notice is to determine whether the acquisition should proceed on a sole source basis or be opened to full and open competition. NASA is seeking capabilities and qualifications from interested organizations to evaluate whether other contractors can perform the required work, which includes developing open-source software for efficient analysis and visualization of legacy data formats, implementing software upgrades, and creating new systems for program management communication and vendor interfaces. Interested organizations must submit their capabilities electronically to Brent Evans at brent.l.evans@nasa.gov by 2:00 PM Central Daylight Time on August 1, 2025. The evaluation of these submissions will determine solely whether to conduct the acquisition competitively, with the final decision remaining at NASA's discretion. The work falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, and responses will be evaluated exclusively to assess competitive feasibility rather than for contract award purposes.
Notice text
NASA/George C. Marshall Space Flight Center (MSFC) has a requirement to extend the contract period of performance for 6 months from October 1, 2025 through March 31, 2026.
NASA/MSFC intends to issue a sole source contract modification to acquire the services from New Rights Group, Inc. (doing business as Development Seed) under the existing contract 80MSFC22CA004 using other than full and open competition as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Development Seed will continue to use its subject matter expertise to develop a new novel data format to improve the accessibility of Earth observation data in the cloud. This development will prototype open-source software that enables efficient analysis and visualization of legacy data formats from NASA’s Earth science data archive. Development Seed will incorporate software upgrades and use their existing system knowledge and expertise to overcome challenges related to handling massive, multi-dimension data.
Development Seed will also continue to provide support to enhance the existing Commercial Smallsat Data Acquisition (CSDA) data system infrastructure. This includes development of new systems to communicate with program management for review and tracking, interfaces with vendors for data tasking, and integration with the existing data system for data delivery and distribution to end users. Such a system will allow CSDA to acquire and provide the most useful commercial data for its users, thereby maximizing investments in commercial data.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Brent Evans at brent.l.evans@nasa.gov not later than 2:00pm Central Daylight Time on August 1, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at:
