About this opportunity
The Department of Homeland Security Office of Procurement Operations is conducting market research on Surface-Enhanced Raman Spectroscopy (SERS) scanning technology for biodetection, with responses due by May 29, 2026. This is a Request for Information, not a solicitation; the Government will not fund responses or demonstration costs, and all submitted information becomes Government property.
The Chemical, Biological, Radiological, and Nuclear Directorate (CWMD Office) seeks to understand industry capability to develop a SERS nanostructure prototype that adheres to cell surface proteins of select agents and generates optimal spectral signals. The prototype must integrate with a Raman platform—either commercial off-the-shelf or newly constructed—and include a cloud-based adaptive signature library with monthly update capability. Respondents using a COTS device must address interoperability issues in their proposal.
The anticipated period of performance extends up to 36 months. Responses must be submitted in .docx format to Ariana Thompson (Ariana.Thompson@hq.dhs.gov), limited to 10 pages, and must include company information (name, phone, UEI, CAGE Code, POC, website), GSA contract numbers and socioeconomic status, relevant SERS biodetection capabilities, prior experience with independent testing substantiation, teaming or subcontracting arrangements, feasibility of the proposed timeline or detailed alternatives, proposed methodology, timeline, and cost estimate. Proprietary information must be minimized and clearly marked.
NAICS 541715; PSC AJ12.
