About this opportunity
Marine Corps Systems Command is performing market research on small form factor satellite terminals with multi-band (Ku, Ka military and commercial, and X-band) and multi-orbit (LEO, MEO, and GEO) capabilities suitable for airborne Networking On-The-Move operations, with responses due August 1, 2026. This is a Request for Information (RFI) only and does not constitute a commitment to procure or issue a solicitation.
The terminals must support beyond line-of-sight high bandwidth data and voice communications for Marine Air-Ground Task Force components, specifically addressing aircraft-mounted solutions for KC-130J and MV-22 platforms. Respondents must achieve a minimum Technology Readiness Level of nine by the end of federal fiscal year 2027.
Capability statements must address certifications and validations (TRANSEC, U.S. Space Force Delta 8, FCC licensing, Department of War spectrum certification), performance characteristics (look angles, power specifications, instantaneous bandwidth, multi-orbit operations, modem compatibility), operational suitability (airborne connectivity, electromagnetic compliance per MIL-STD-461 and MIL-STD-1275E, environmental ratings per MIL-STD-810H, dimensions and weight), cybersecurity and administration (operator interfaces, administrative access controls, government vulnerability scan capability, Trade Agreement Act compliance), and lifecycle costs (production capacity, procurement and support costs, service plans, warranty coverage, end-of-life dates, bailment options, and engineering support availability). Responses are limited to 30 pages plus commercial marketing information and must be submitted by 1400 hours on August 1, 2026, to joseph.s.newton@usmc.mil and bryan.keys@usmc.mil with the RFI number in the subject line.
Notice text
Marine Corps Systems Command is performing market research on current small form factor satellite terminals with Multi-Band (Ku, Ka (Mil and Commercial), and X-band) and Multi-Orbit (Low Earth Orbit (LEO), Medium Earth Orbit (MEO) and Geostationary Earth Orbit (GEO)) capabilities, suitably ruggedized for Networking On-The-Move - Airborne (NOTM-A) operations to enable beyond line-of-sight high bandwidth data and voice communications to extend services to components of the Marine Air-Ground Task Force (MAGTF).
