About this opportunity
The Drug Enforcement Administration (DEA) Office of Acquisition issued a Special Notice on February 5, 2026, announcing its intent to award a sole-source, Firm-Fixed-Price purchase order to the Highlands Ranch Law Enforcement Training Foundation for specialized firearm training facilities. This Notice to Intent indicates that the DEA Rocky Mountain Division has identified a single qualified vendor to meet its specific operational requirements and will proceed with acquisition under FAR Part 13 Simplified Acquisition Procedures. The procurement is valued appropriately for this streamlined approach and follows established protocols for limited-source acquisitions. The contracting officer has certified that only one source is reasonably available and that the pricing will be fair and reasonable. This notice is being posted to provide visibility to other potential contractors who may believe they can meet the stated requirements.
The primary objective is to secure access to specialized firearm training and mandatory agent qualification facilities that meet the DEA Rocky Mountain Division's unique operational needs, including six distinct firing ranges, a drive-up vehicle-based training capability, and a dedicated live-fire shoot house for tactical simulations. While this is not a formal competitive solicitation, interested parties may submit responses demonstrating equivalent capabilities by February 10, 2026, at 10:00 AM EST to Ana Villanueva at Ana.M.Villanueva@dea.gov with the subject line reference D-26-DN-0030. Submissions must include comprehensive technical details proving the ability to provide equivalent facilities, and no costs incurred by respondents will be reimbursed by the DEA. Information received will be evaluated solely to determine whether to conduct a competitive procurement, and the full justification for the sole-source award will be posted following the acquisition completion in accordance with FAR 5.102(a)(6).

This acquisition is conducted under FAR Part 13 Simplified Acquisition Procedures. Per FAR 5.102(a)(6), the full justification will be posted following the award.
3. Response Instructions:
This is not a request for competitive quotations. However, the Government will consider responses from interested parties that can demonstrably meet these requirements. Submissions must include comprehensive technical details proving the ability to provide equivalent facilities and must be sent to Ana Villanueva at Ana.M.Villanueva@dea.gov.
• Deadline: February 10, 2026, at 10:00 AM EST
• Subject Line Reference: D-26-DN-0030
4. Disclaimer:
This notice does not constitute a solicitation for offers. The DEA will not be responsible for any costs incurred by interested parties in responding to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
