About this opportunity
The Department of the Interior's Interior Business Center (IBC), Acquisition Services Directorate (AQD), has issued a Special Notice announcing plans to close out a substantial portfolio of federal contracts in accordance with Federal Acquisition Regulation (FAR) 4.308. This notice serves as advance notification to vendors whose contracts are scheduled for closeout action. The contracts identified in the attached register have expired periods of performance, are fully invoiced, and maintain zero remaining balances. The IBC is providing vendors an opportunity to respond before proceeding with unilateral contract closeout actions. This Special Notice was posted on April 21, 2026, and applies to approximately 400 individual contract actions spanning delivery orders, task orders, purchase orders, and blanket purchase agreement (BPA) calls issued under the 140D contract series.
The primary objective of this Special Notice is to notify affected vendors of the upcoming closeout of contracts that have completed their performance periods with no outstanding financial obligations. Vendors have until May 5, 2026—ten business days after posting—to contact the designated point of contact if they prefer a bilateral contract closeout modification or wish to provide valid reasons why the closeout should not proceed. The contracts being closed represent a diverse portfolio with obligated amounts ranging from $198 to $332,831.76, predominantly utilizing Firm Fixed Price (FFP) and Fixed Price with Economic Price Adjustment (FPEPA) pricing structures. Performance periods for these contracts primarily concluded through 2025 and 2026. No specific eligibility criteria apply, as this notice targets existing contract holders whose agreements are being finalized. The aggregate value of contracts in the closeout portfolio exceeds $18 million, representing the conclusion of a substantial federal procurement portfolio supporting various federal agencies.
