About this opportunity
The Department of the Interior's Interior Business Center (IBC), Acquisition Services Directorate (AQD) has issued a Special Notice on December 15, 2025, regarding the administrative closeout of multiple expired contracts. This notice applies to various aviation and helicopter service contractors who have previously held agreements with the federal agency. The announcement serves as formal advance notification to affected vendors of impending unilateral contract closeout actions. The contracts listed in the accompanying documentation have completed their periods of performance, been fully invoiced, and carry zero remaining balances. This Special Notice is categorized under the All Other Business Support Services NAICS code and does not represent a new contracting opportunity or set-aside program.
The primary objective of this Special Notice is to alert current and former contractors of the Department of the Interior's intent to proceed with contract closeout procedures in accordance with Federal Acquisition Regulation (FAR) 4.804. Unilateral closeout actions will commence ten business days following the posting date, with a deadline of December 29, 2025 for contractors to respond if they wish to pursue alternative closeout arrangements. Contractors may request a bilateral modification to the closeout process or submit valid justifications for why closeout should not proceed by contacting the designated point of contact before the stated deadline. This notice does not represent an eligibility-based program requiring contractor participation; rather, it is an administrative notification directed toward vendors with existing or recently expired contracts. Affected contractors should review the attached contract list and reach out to the IBC if they have concerns regarding the closeout of their specific agreements.
