About this opportunity
The Department of the Interior, Interior Business Center (IBC), Acquisition Services Directorate (AQD) has issued a Special Notice announcing the planned closeout of 30 expired contracts in accordance with Federal Acquisition Regulation (FAR) 4.804 procedures. This notice was posted on November 4, 2025, and serves as advance notification to affected vendors regarding upcoming contract termination actions. The contracts identified for closeout have completed their periods of performance, are fully invoiced, and carry zero remaining balances. The IBC intends to proceed with unilateral contract closeouts beginning ten business days after the announcement posting. The affected contractors represent a range of major federal service providers, including Guidehouse Inc., CGI Federal Inc., CACI Inc. – Federal, AT&T Corp., and International Business Machines Corporation.
The primary objective of this Special Notice is to provide vendors with an opportunity to request bilateral contract closure modifications or to present valid reasons why closeout should not proceed before the November 18, 2025 deadline. Contractors must contact the designated point of contact (POC) listed in the announcement if they wish to pursue alternatives to unilateral closeout or if circumstances warrant postponing the closeout action. The 30 contracts span multiple award types, including Firm Fixed Price arrangements, Time and Materials contracts, and Labor Hours agreements, with contract periods ranging from short-term engagements to longer-term arrangements. All identified contracts have completed their contractual obligations with fully satisfied invoicing requirements and no outstanding financial balances. Vendors should review the attached contract list and take appropriate action within the specified timeframe to communicate any objections or requests for bilateral closeout modifications to the IBC.
