About this opportunity
The Department of the Interior's Interior Business Center (IBC), Acquisition Services Directorate (AQD) has issued a Special Notice regarding the planned closeout of multiple federal contracts. This notice, posted on October 7, 2025, serves as advance notification to affected vendors that the agency intends to proceed with contract closeouts in accordance with Federal Acquisition Regulation (FAR) 4.804. The contracts identified for closeout have expired performance periods, are fully invoiced, and maintain zero dollar remaining balances. The attached contract list includes 30 contract awards spanning various contractors such as Accenture Federal Services, Deloitte Consulting, Booz Allen Hamilton, Carahsoft Technology Corp, and CGI Federal. These contracts encompass diverse types including Order Dependent, Labor Hours, Time and Materials, Firm Fixed Price, and Fixed Price with Economic Price Adjustment arrangements.
The primary purpose of this Special Notice is to provide contractors with advance warning before the agency initiates unilateral contract closeout procedures. Contractors have until October 22, 2025, to respond if they prefer a bilateral contract closeout modification or have valid reasons why the closeout should not proceed. The unilateral contract closeout process will commence ten business days after the notice posting date. No specific eligibility criteria apply, as this notice targets only those contractors whose contracts appear on the attached list and meet the closeout requirements of having expired performance periods, complete invoicing, and zero remaining balances. The notice represents standard administrative contract closure procedures rather than new contracting opportunities, affecting contracts with performance periods ranging from recent short-term awards in 2023-2025 to longer-duration contracts that concluded as early as 2015-2023.
