About this opportunity

The Department of the Interior's Interior Business Center (IBC), Acquisition Services Directorate (AQD) has issued a Special Notice regarding the planned closeout of multiple federal contracts. This notice serves as advance notification to vendors whose contracts have expired periods of performance, are fully invoiced, and maintain zero dollar remaining balances. The IBC intends to proceed with unilateral contract closeouts in accordance with Federal Acquisition Regulation (FAR) 4.804. The attached contract list identifies 21 unique contract awards to various contractors including major firms such as Accenture Federal Services, Booz Allen Hamilton, Deloitte & Touche, and LDSS Inc. These contracts span different types including Firm Fixed Price, Time and Materials, Labor Hours, and Order Dependent arrangements, with performance periods predominantly ranging from 2024 to 2025.

The primary purpose of this Special Notice is to provide contractors with advance warning of impending contract closeout actions and offer them an opportunity to request alternative procedures. Contractors have until October 7, 2025 to respond if they prefer a bilateral contract closeout modification or have valid reasons why the closeout should not proceed as planned. The unilateral contract closeout process will commence ten business days after the September 23, 2025 posting date. No specific eligibility criteria apply to this notice since it directly addresses existing contractors whose agreements are subject to closeout. Contractors wishing to contest or modify the closeout process must contact the designated point of contact before the stated deadline. This administrative action represents the government's standard procedure for formally concluding completed contract relationships where all performance obligations have been satisfied and financial settlements have been resolved.
