About this opportunity

The Department of the Interior's Interior Business Center (IBC) Acquisition Services Directorate (AQD) has issued a Special Notice regarding the planned closeout of expired federal contracts. This notice pertains to 22 contracts with various vendors that have completed their periods of performance, are fully invoiced, and maintain zero-dollar remaining balances. The contracts span multiple types including Cost Plus Fixed Fee, Firm Fixed Price, Fixed Price with Economic Price Adjustment, Time and Materials, and Labor Hours arrangements. Major contractors affected include Northrop Grumman Systems, LDSS Inc., Capgemini Government Solutions LLC, and various technology, consulting, and air transportation companies. The contracts were awarded between April 2021 and July 2024, with most ending around April or May 2025.

The primary purpose of this notice is to provide advance notification to affected vendors before initiating unilateral contract closeout procedures in accordance with FAR 4.804. Contractors have until August 25, 2025, to respond if they prefer a bilateral contract closeout modification or have valid reasons to prevent the closeout action. The unilateral closeout process will commence ten business days after the August 11, 2025 posting date. No specific eligibility criteria apply since this notice targets only the existing contractors listed in the attached documentation. The initiative focuses solely on administrative contract closure rather than presenting new contracting opportunities, representing a routine government action to finalize completed contractual obligations and maintain proper acquisition records.
