About this opportunity
The Department of the Interior's Interior Business Center (IBC), Acquisition Services Directorate (AQD) has issued a Special Notice regarding the closeout of multiple expired federal contracts. This notice serves as advance notification to vendors that the agency plans to proceed with contract closeouts in accordance with Federal Acquisition Regulation (FAR) 4.804. The contracts identified in the attached list have completed their period of performance, are fully invoiced, and maintain zero remaining balances. The agency has provided a comprehensive list of 17 contracts spanning various types including Firm Fixed Price, Fixed Price with Economic Price Adjustment, and Time and Materials arrangements. These contracts involved multiple contractors including Overwatch Aero LLC, Kearns & West Inc., and ABT Global LLC, with performance periods ranging from November 2019 to June 2025.
The primary purpose of this Special Notice is to provide contractors with advance warning before the Interior Business Center initiates unilateral contract closeout procedures. Contractors have until July 25, 2025, to respond if they prefer a bilateral contract closeout modification or have valid reasons why the closeout should not proceed. The unilateral closeout process will commence ten business days after the posting date of July 11, 2025. Only the vendors specifically identified in the attached contract list are eligible to participate in this closeout process, as these are the parties with expired contracts meeting the criteria for closure. The notice emphasizes that contractors must contact the designated point of contact before the closing date if they wish to request alternative closeout procedures or raise objections to the proposed action. This administrative action represents the final step in the contract lifecycle for these completed procurement relationships.
