This award notice provides the specific award information for the sole source procurement described in the Special Notice posted on 2/9/2016.
Update #1 ·
The US Forest Service, Region 1 Acquisition has awarded a sole source contract for trail bridge construction under the authority of FAR 19.1406 granted by the Veterans Benefits Act of 2003 (15 U.S.C. 657f) to Work Horse Inc., a service-disabled veteran-owned small business located at 70101 Elk Mountain Road, Enterprise, OR 97828. This notice corrects a posting over-site and seeks to fulfill the requirement in FAR 5.202. The determination to enter into a sole source contract was made after thorough market research resulted in the determination that Work Horse Inc. was the only service-disabled veteran-owned small business that could meet the Government's needs at a reasonable price.
This trail bridge reconstruction project is being performed on National Forest Trail No. 303 on the Salmon River Ranger District of the Nez Perce-Clearwater National Forests in Section 3, T. 25 N., R. 3 E., Idaho County, Idaho. The project site is accessed via the Forest Roads 221 and 2002. The project consists of the removing an existing log bridge and replacing it with two laminated timber trail bridges near the confluence of Van Buren Creek and Little Slate Creek. The new trail bridge at Little Slate Creek will be 40'-6" in length by 7' in width with a Gabion basket foundation and include 9' of bank repair. The new trail bridge at Van Buren Creek will be 39' in length and 8' in width and consist of a RipRap-Geocell foundation. Improvements consist of but are not limited to: clearing and grubbing, erosion control measures, structure excavation, trail embankment, removing and disposing an existing log trail bridge, compaction, riprap, furnishing and installing corrugated gabion baskets, furnishina and installation two laminated timber trail bridges, stream channel/bank restoration and all other incidental work items necessary to complete the project in accordance with the plans and specifications.
Construction work at the project site shall commence no earlier than July 1, 2016 and all work shall be completed no later than September 15, 2016. All in-stream work must take place between July 15th and August 30th. The logistical complexity of this project is high due to extremely poor site access (the contractor must access and deliver materials to the remote forest location via an extremely narrow, steep and rocky trail), relatively complex trail bridge requirements and associated stream restoration work required.
This notice is not a request for competitive proposals and no solicitation documents exist for this requirement. Sources interested in this type of requirement may submit a capability statement that includes past performance, experience, and management information that clearly demonstrates the capability to perform the required work. Sources shall also clearly detail the socio-economic small business certification(s) held. Capability statements are due to Karen Ruklic at kruklic@fs.fed.us by COB 2/23/2016. This information will be considered solely for the purpose of determining how to solicit future procurements of this type.
