About this opportunity

This Special Notice from the Missile Defense Agency announces their intent to extend an existing Indefinite Delivery/Indefinite Quantity contract with Lockheed Martin Rotary and Missile Systems to provide continuity for the development and sustainment of the agency's Objective Simulation Framework Modeling and Simulation system. This system is critical to executing the agency's Integrated Master Test Plan, which includes various ground and flight test events as well as warfighter exercises supporting key capability increments over the next several years.

The extension would allow Lockheed Martin to continue supporting critical work delivering required capability increments under several MDA programs over the next two to three years. Interested contractors are instructed to contact Lockheed Martin directly regarding potential subcontracting opportunities, as the government will negotiate solely with Lockheed Martin under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The extension would provide continuity for the OSF M&S system which is essential to executing tests and events planned in the agency's Integrated Master Test Plan to fulfill requirements without unacceptable delays.

Notice text

The Missile Defense Agency (MDA) intends to extend the Period of Performance (PoP) on an Indefinite Delivery/Indefinite Quantity (IDIQ) research and development contract to Lockheed Martin Rotary and Missile Systems. This IDIQ was previously competitively awarded to provide continuity for the development and sustainment of MDA’s Objective Simulation Framework (OSF) Modeling and Simulation (M&S) System. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1.

The IDIQ extension will allow for the execution of MDA’s Integrated Master Test Plan (IMTP) that includes Ground Test (GT) events, Flight Test (FT) events, and Warfighter Training and Combatant Command (COCOM) exercise events.  Specific MDA milestones that require the OSF M&S System to execute include Increment 6B.2 (Limited Additional Mid-Term Discrimination and Residual Layered Homeland Defense), Increment 6C / 7 (Expanded Regional and Homeland Defense), Increment 8 / 9 (Key Subsystem Updates), Increment 10 (Integration of Ground-Based Midcourse Defense Next Generation Interceptor (NGI)) (Initial Homeland Defense Threat Space), and Increment 11 (Defense of Guam (DoG) (Emergent Threat and Expanded Sensor Discrimination and Electronic Protections and Mitigations). Without the OSF Model and Simulation (M&S) System, MDA will not be able to execute the tests and events planned in the IMTP without unacceptable delays in fulfilling the MDA’s requirements. This IDIQ extension would ensure continuity of critical work to deliver required capability increments. The anticipated PoP is (2) twelve month options and (1) six month option period.

A determination by the government not to compete this proposed contract action is solely within the discretion of the government. This notice is not a request for competitive proposals.  No formal solicitation package is available. Companies interested in subcontracting opportunities should contact Lockheed Martin Rotary and Missile Systems directly.
