About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center has issued a Special Notice regarding a proposed sole-source contract action with L3 Technologies, Inc. This notice, published on May 29, 2025, announces the government's intent to negotiate exclusively with L3 for services related to Ground Control Element (GCE) systems support and modernization. The action is justified under FAR 6.302-1 as only one responsible source exists that can satisfy the agency's requirements. A prior Sources Sought notice posted in January 2025 confirmed that no other respondents demonstrated comparable experience in Common Data Links (CDL) sustainment except for L3. The proposed contract falls under NAICS code 541330 for Engineering Services and carries a five-year period of performance.
The contract's primary objective is to acquire comprehensive services for supporting, sustaining, maintaining, and modernizing GCE systems, including furnishing personnel, facilities, and materials for fabrication, assembly, testing, delivery, installation, and repair of related equipment and software. Interested parties have until June 14, 2025, to submit capabilities statements, proposals, or quotations for government consideration, though the agency reserves full discretion over whether to proceed with full and open competition. The scope encompasses potential modifications and upgrades of legacy systems, development of new systems or components, and Contract Field Service Representative support for critical worldwide operations. L3 Technologies is positioned as the only firm capable of performing these highly specialized services without substantial cost duplication or unacceptable delays, though the government emphasizes this notice does not constitute a formal Request for Proposal or restrict future acquisition approaches.
Notice text
This synopsis is a notice of proposed contract, in accordance with FAR 5.201(b)(1)(i), for which the Government intends to solicit and negotiate with only one source, L3 Technologies, Inc. (“L3”), pursuant to 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, “only one (1) responsible source and no other supplies or services will satisfy agency requirements.” A Sources Sought (SS)/Request for Information (RFI) (ID: FA239825) was posted to System for Award Management (SAM.gov) on 27 January 2025, with final responses due on 11 February 2025. Except for L3, responses did not demonstrate comparable, if any, experience in Common Data Links (CDL) sustainment.
The purpose of the proposed contract action is to acquire services to support, sustain, maintain, and modernize the Ground Control Element (GCE) systems. These services include furnishing the necessary personnel, facilities, and material to fabricate, assemble, test, deliver, install, and repair the equipment and software required to maintain and enhance the performance of these systems and ancillary products. The scope of support for this effort also includes potential modifications and upgrades of legacy systems and/or the development/procurement of new systems or components. The Contractor shall provide Contract Field Service Representative (CFSR) support for critical worldwide operations.
L3 is the only firm capable of performing the highly specialized services required to maintain and modernize GCE systems, without a substantial duplication of costs and unacceptable delay.
The period of performance is 5 years.
This notice does not constitute a Request for Proposal, nor does it restrict the Government to its ultimate acquisition approach. Interested parties may submit a capabilities statement, proposal, or quotation which will be considered by the Government, to the stated points of contact, by the closing date of this notice. Direct further requests and questions to the same.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The Government will not pay for any information received in response to this notice or compensate a respondent for any costs incurred in developing the information provided to the Government. This notice is not a commitment from the Government.
