About this opportunity

The U.S. Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management is issuing a Notice of Opportunity (NOO) inviting current holders of the Department of Energy's (DOE) Fourth Generation Energy Savings Performance Contract (ESPC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to submit expressions of interest to be considered for a potential ESPC task order award. The DOL-Job Corps is interested in pursuing an ESPC project at 12 Job Corps Centers, including 9 U.S. Forest Service operated campuses and 3 contractor operated centers across several states. The key objectives are to reduce energy and water consumption, greenhouse gas emissions, and increase renewable energy use through implementation of cost-effective energy and water conservation measures. The selected Energy Service Company (ESCO) will be required to use the eProjectBuilder web-based system in developing the ESPC project and presenting baselines, estimated savings, and financial schedules.

This procurement is not set-aside and does not have any incumbent contractors identified. The anticipated ESPC performance period is not to exceed 25 years. Expressions of interest are due by September 27, 2024, and DOL-Job Corps may utilize a two-step down-selection process to identify the most qualified ESCO to conduct the preliminary assessment, with the anticipated down-selection by October 29, 2024.
