About this opportunity

The U.S. Department of Commerce (DOC), Office of Acquisition Management, has issued a Special Notice for a World FAB Forecast Data Subscription. The notice indicates the DOC's intent to negotiate a single-source contract with SEMI, located in Milpitas, CA, under FAR 13.106-1(b). Specifically, the Office of Information and Communications Technologies (OICT/ITA) seeks to procure a comprehensive data subscription product focused on semiconductor fabrication facilities worldwide. The subscription will provide detailed information about fab operations, including current capacity, location, ownership, semiconductor types, and future industry plans. The notice was posted on February 7, 2025, with responses accepted until February 11, 2025.

The primary objective of this procurement is to obtain quarterly data and analysis on global semiconductor fab operations to support internal DOC analysis and planning. The required subscription must include pre-generated Excel charts and graphs covering semiconductor fabs in South Korea, Europe, Japan, and other countries, with sortable quarterly updates. Specific requirements include executive summaries, high-level trends presented through multiple charts and tables, comprehensive fab-cycle coverage, and line-by-line details on spending, capacity, product types, and technology transitions. While this is not a formal solicitation, the DOC will consider all responses received before the closing date to determine whether to conduct a competitive procurement. If no competitive alternatives are identified, the contract will be issued directly to SEMI. The subscription will provide access to the data for three specified DOC users, focusing exclusively on semiconductor fabrication facility information.
