The crane must feature a 140–145 foot main boom with removable boom tip extension under 7 feet, deliver capacity of 94,000 pounds at 60-foot radius, 25,000 pounds at 120-foot radius for dragline operations, 40,000 pounds at 80-foot radius for clamshell operations, and 27,500 pounds at all radii for auxiliary lift. Additional requirements include diesel engine meeting current EPA tier emissions standards, 250-gallon minimum fuel tank, fully enclosed air-conditioned operator cab, radio remote control capability, and computer-based load moment indicator capable of storing up to three user-selectable floating service load charts. The manufacturer must provide comprehensive documentation, specialized tools, and a 24-hour training program at Bayou Boeuf Lock, Morgan City, Louisiana. Delivery is required "Assembled and Ready for Service" within 30 days after contract award following a 365-day construction and testing period. A two-year warranty applies from final acceptance, and an approved local service provider must be located within 600 miles of delivery. Capability statements must be submitted via email to Javonta Roper (Javonta.A.Roper@usace.army.mil) and Dustin Cannada (Dustin.G.Cannada@usace.army.mil).
