About this opportunity
The Department of Health and Human Services Indian Health Service, specifically the Navajo Area Indian Health Service Shiprock Service Unit, has published a Special Notice announcing its intent to negotiate a sole-source contract with Tricore, Inc. for laboratory testing services at the Northern Navajo Medical Center. The agency plans to award a firm-fixed-price contract covering blood, urine, and other specialized laboratory testing on an as-needed basis. The contract structure includes a base year plus four option years, with an anticipated performance period from September 22, 2025 to September 21, 2030. The procurement falls under NAICS code 621511 (Medical Laboratories) with a small business size standard of $41.5 million. The agency has identified Tricore as the only vendor capable of performing the required testing services.
The primary purpose of this Special Notice is to inform the vendor community of the government's intent to proceed with a sole-source procurement while providing an opportunity for other potential contractors to demonstrate their capabilities. Interested vendors who believe they can satisfy the government's requirements may submit capability statements by September 5, 2025 at 9:00 AM MDT, though verbal responses will not be accepted. The procurement will utilize FAR 12 commercial item acquisition procedures in conjunction with FAR 13 Simplified Acquisition Procedures to promote efficiency and avoid unnecessary administrative burdens. Any contractor submitting a capability statement must demonstrate the ability to provide comprehensive laboratory testing services including blood, urine, and specialized testing analysis. The government retains sole discretion in determining whether to proceed with competitive procurement based on received responses, and no formal solicitation will be issued as part of this notice.
