About this opportunity

The Federal Aviation Administration (FAA) has issued a Special Notice regarding the termination of Diversity, Equity, Inclusion, and Accessibility (DEIA) contract tasks, following the revocation of Executive Order 14035 by the new administration. This notice directly impacts all FAA contracts that include DEIA-related initiatives, training, tasks, or programs targeting contractor employees, federal employees, or the general public. The Special Notice was published on January 24, 2025, with a response deadline of January 30, 2025. The document references the Executive Order Initial Rescissions of Harmful Executive Orders and Actions, which mandates the immediate discontinuation of DEIA-related efforts across federal agencies. The notice applies to all current and planned contracts with DEIA-related scope within the FAA's contracting portfolio.

Contractors are required to proactively engage with their FAA Contracting Officers and Contracting Officer Representatives to identify, validate, and process the termination of all DEIA-related contract efforts. The primary objective of the Special Notice is to align FAA's contracting principles with the stated "pro-Growth and Made in America" agenda. There are no specific eligibility criteria mentioned, as the notice appears to apply universally to all FAA contractors with DEIA-related contract elements. The termination is mandatory and immediate, with contractors expected to take swift action to remove DEIA-related tasks from their existing and planned contracts. While the notice does not outline specific consequences for non-compliance, the language suggests that immediate cooperation is expected. The deadline for initial contact and contract modification is January 30, 2025, indicating a rapid timeline for implementation of these contract changes.

Notice text

In accordance with Executive Order Initial Rescissions of Harmful Executive Orders and Actions (January 20, 2025),  EO 14035 Diversity, Equity, Inclusion, and Accessibility (DEIA) in the Federal Workforce has been revoked, necessitating the immediate discontinuation of related DEIA initiatives and programs. As a result, federal agencies are required to terminate any ongoing or planned efforts supporting the now-revoked EO.

All FAA contracts with scope supporting DEIA initiatives or FAA contracts requiring any form of DEIA initiative, training, task, or program for contractor employees, federal employees, or the general public are affected.  Accordingly, DEIA scope and related tasks will be terminated. Contractors must immediately reach out to their respective FAA Contracting Officers and/or Contracting Officer Representatives to identify, validate, and process termination of all DEIA related efforts.  We appreciate your continued cooperation and support as we align FAA’s contracting principles to President Trump’s pro-Growth and Made in America agenda.
