About this opportunity
The Department of the Air Force Pacific Air Forces, through the 35th Contracting Squadron, has issued a Special Notice announcing their intent to procure HP Nitrogen Cart Main Pumps from a single source vendor. The squadron intends to negotiate directly with Hydraulics International, Inc. (CAGE 56529) under FAR Subpart 13.106-1(b) authority for single source solicitation. The procurement involves purchasing 2 HPSGNSC Main Pumps (Part Number 130009-203) for use in HP Nitrogen Cart hydraulic systems at Misawa Air Base, Japan. This acquisition falls under the Air and Gas Compressor Manufacturing NAICS category and specifically involves Gas Generating and Dispensing Systems. The notice was posted on July 11, 2025, with responses due by July 17, 2025.
The primary purpose of this Special Notice is to provide other potential contractors an opportunity to demonstrate their capability to satisfy the government's requirements before the agency proceeds with single source procurement. The single source justification is based on technical order requirements, operational safety considerations, and the manufacturer's confirmation that no suitable substitutes exist for the specified equipment. Interested parties who believe they can meet the requirements must submit written responses clearly identifying their capabilities by July 17, 2025, at 07:30 Japan Time. Questions regarding the notice must be submitted via email to designated contracting personnel no later than July 18, 2025. The government reserves sole discretion in determining whether to proceed with competitive procedures based on responses received, and emphasizes that this notice is not a request for competitive quotations but rather an assessment of market capability.
