About this opportunity
The U.S. Department of Homeland Security (DHS), specifically the Homeland Security Investigations (HSI) Office of Acquisition, has published a Notice of Intent to Solicit from a Single Source for training services. This special notice, posted on January 30, 2026, announces DHS's intention to award a contract to Escal Institute of Advanced Technologies (SANS Institute), located in Rockville, Maryland. The procurement will be conducted under FAR Part 12, which governs the acquisition of commercial products and commercial services. The Contracting Officer has determined that only one source is reasonably available based on the vendor's unique capabilities. This notice is informational and does not constitute a formal request for quote, and the government retains the discretionary authority to pursue competitive solicitation if circumstances warrant.
The primary objective of this single-source procurement is to secure specialized training services from SANS Institute under FAR Class Deviation 25-21, Rev. 1. The deadline for any inquiries or concerns regarding this procurement is February 4, 2026, and interested parties should contact Contracting Officer Michelle Levine at the U.S. Immigration and Customs Enforcement office in Irving, Texas via email or phone. This procurement does not employ a set-aside for small businesses or other designated groups and falls under the Computer Training (NAICS 611420) and Education/Training—Information Technology/Telecommunications Training (PSC U012) categories. As this is a single-source procurement based on the vendor's unique qualifications, there are no eligibility criteria for competing contractors; the contract award is intended solely for SANS Institute unless the government determines otherwise.
