About this opportunity

The Department of the Army Corps of Engineers Engineering District Jacksonville has issued a Notice of Intent to solicit a single source contract for environmental consulting services related to the St. Johns County Shore Protection Project at St. Augustine Beach. This special notice, posted on March 19, 2026, pertains to marine turtle species management and habitat protection within the project footprint. The applicable NAICS code is 541620 (Environmental Consulting Services), and the procurement falls under the Special Studies/Analysis—Environmental Assessments category. No set-aside has been designated for this opportunity. The contracting approach involves other than full and open competition procedures in accordance with FAR 13.106-1(b)(1).

The primary objective is to engage specialized services for managing impacts on sea turtle habitats in compliance with Florida's marine turtle permit regulations administered by the Florida Fish and Wildlife Conservation Commission. Coastal Conservation Group LLC has been identified as the sole Marine Turtle Permit Holder for the St. Johns County locations specified in the Performance Work Statement, making it the only qualified source for this requirement. The due date for inquiries and discussions regarding this opportunity is April 2, 2026. Interested parties should contact Ms. Florutha A. Robinson at (904) 232-2077 or Mr. Gary R. Weir at (904) 570-4596 to discuss their ability to provide these services for future acquisitions. No formal solicitation will be posted, as the single-source approach eliminates the standard competitive bidding process.
