About this opportunity
The U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice announcing its intent to sole source a contract with the Advanced Radar Research Center at the University of Oklahoma. The notice pertains to a potential Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the NWS OBS Radar Next Program. NOAA plans to award the contract directly to the University of Oklahoma's research center without full and open competition, citing the center's unique capabilities in radar research and development. The sole source justification is based on the center's integrated multidisciplinary expertise, state-of-the-art facilities, and pioneering radar technology development. The contract will support the replacement of the existing Next Generation Radar (NEXRAD) network.
The primary objective of this contract is to provide technical and scientific expertise for the Radar Next Program, including supporting program planning, acquisition strategy development, and prototype testing of new radar concepts. Contractors interested in competing for the opportunity must submit a written narrative statement of capability demonstrating their ability to meet the requirements within 15 calendar days of the notice's publication. While the government intends to award the contract solely to the University of Oklahoma, they are open to receiving responses from other firms that believe they can meet the program's needs. The scope of work includes developing acquisition strategies, evaluating vendor proposals, creating operational concepts, building prototypes, and supporting radar system advancements. The ultimate goal is to obtain Department of Commerce approval for Milestone 2 and replace the end-of-life NEXRAD network before it fails to meet mission availability requirements.

This will include supporting the development of the acquisition strategy and evaluation of vendor proposals, providing expertise into the development of the concept of operations and deployment strategies, leveraging their scientific and engineering capabilities and proprietary radar systems to test and provide insights into different operating models, design, build and testing prototypes (e.g. mobile, portable, and/or stationary) of new radar concepts and potential advancements in weather radar capabilities, and knowledge in weather radar data processing and product generation to inform the future data integration solution. This will allow the NWS OBS Radar Next Program to obtain Department of Commerce (DOC) approval for Milestone 2 within the DOC Acquisition Program Management Framework and make the initial award to replace the end of life nationally critical existing Next Generation Radar (NEXRAD) network before it no longer meets mission availability requirements. The Advanced Radar Research Center at the University of Oklahoma is uniquely positioned to fulfill this requirement based on its integrated multidisciplinary expertise, state-of-the-art facilities, pioneering radar technology development, and long-standing leadership in atmospheric radar research and operational collaboration and for these reasons, is the only source for this program support.
