About this opportunity

The U.S. Department of Agriculture's Rural Development Procurement Management Office has issued a Special Notice of Intent to Sole Source a contract with Bloomberg Finance L.P. for professional terminal services and data automation licensing. The notice specifically outlines the government's plan to award a firm fixed price contract utilizing Simplified Acquisition Procedures for Certain Commercial Products. The contract is for a one-year period from March 4, 2025, through March 3, 2026, and is classified under NAICS Code 519290 for Web Search Portals and All Other Information Services. The sole source justification is based on the proprietary nature of Bloomberg's reference data product subscription, which cannot be provided by any other vendor. The contract will provide real-time financial information and risk calculation tools for the private and public credit sectors.

Interested contractors have until February 26, 2025, at 12:00 pm EST to submit written statements of their capabilities and qualifications to potentially challenge the sole source determination. The government will evaluate any submitted statements to determine whether to conduct the procurement on a competitive basis, though the final decision remains entirely at the government's discretion. Submissions must be sent to Lawanda Henry via email at lawanda.henry@usda.gov, with senders bearing full responsibility for complete and timely transmission. The government will not reimburse any costs associated with responding to this notice, and all submissions become federal government property. Contractors should note that this is not a request for competitive proposals, but rather a notification of intent to award a contract to Bloomberg Finance L.P. under Federal Acquisition Regulation (FAR) 6.302-1 authority for a single, proprietary license.
