About this opportunity

The U.S. Air Force intends to sole-source a five-year Contract Logistics Support (CLS) contract to The Boeing Company for the VC-25B Presidential aircraft, with a Notice of Intent posted June 24, 2026 and a response deadline of July 9, 2026. The contracting office is Presidential and Executive Airpower Directorate, AFLCMC/WV at Wright-Patterson Air Force Base, Ohio.

Place of performance is Joint Base Andrews, Maryland. Work encompasses aircraft maintenance and repair including engine and Depot-level maintenance, Contract Field Team support, aircraft modifications, Contractor Operated and Maintained Base Supply management, support equipment and technical data management, training, quality program management, security execution, and engineering services. The requirement sustains the Presidential "no fail" mission.

The Air Force justifies sole-source award under FAR 6.103-1 (Only One Responsible Source). Boeing, as Original Equipment Manufacturer of both the commercial 747-8 and the customized VC-25B, uniquely possesses the exact facilities, infrastructure capacity, and specialized workforce with requisite high-level security clearances. Boeing has over 30 years of direct experience sustaining the Presidential mission through the VC-25A program. The company is the sole owner of technical data, drawings, and software source code required to sustain the VC-25B during the first five years; the government lacks sufficient license rights in these materials to enable competitive sustainment during that period.

The Air Force states it does not intend to publish additional information regarding this five-year requirement and notes this is a Notice of Intent rather than a formal solicitation.
